If the FSA were doing its job it would be prosecuting directors who issue misleading statements - since, clearly, these defraud shareholders for personal gain (in the form of bonuses/salary).

The change which I think most institutions are anticipating is that the BoE won't be as lax as the FSA... and, in 2009, the BoE picks up new powers of regulation over banks. Thankfully, Sir John Gieve (useless bag of genetic detritus that he is) will have stepped down and will have no hand in this new regulation. The risk for banks is that they might not be regulated by a easily bribed retard. Time will tell.
